If the System is an r-12 Convert, then Likely the Conversion Nipple is not installed properly, and the Schrader Valve is not being Depressed.. But I think the '94 was native R-134, so a Conversion Nipple is Not used.. however the Same Problem can still Exist.. the 'Quick Disconnect' still needs to be able to Depress the Schrader on the System.. Is it possible that your 'Device' is not activating the Schrader properly?.. Try Opening the System under 'Vacuum' and see if you get a Sucking Sound.. I know if you do, you'll have to pull Vacuum for another Hour to get the Containments out.. but that is the Only cause I can think of fore the Freon not to go in the Low Side.. Is your Vacuum Fitting the Same Fitting you are using for the Freon Introduction?.. Cj
